Taking the recently issued "Guidelines for Licensed Stablecoin Issuers" (referred to as "Guideline 1") in Hong Kong as an example, it focuses on key areas such as reserve asset management, issuance and redemption, distribution, business activities, financial resources, and risk management, providing detailed and in-depth compliance requirements for institutions. In particular, the related content in "3.5. Customer Account Opening and Management" is worth studying closely.
"Guideline 1" states:
Licensees should establish sufficient and effective customer account opening policies and procedures. Unless the relevant customer due diligence is completed, they must not provide issuance or redemption services to specified stablecoin holders and/or potential specified stablecoin holders.
